慈善组织信息公开办法公布 9月1日起施行

China's Ministry of Civil Affairs has unveiled a regulation requiring charities to disclose information in accordance with the law.日前，中国民政部出台一项办法，要求慈善组织依法进行信息公开。According to the regulation, which will go into effect Sept 1, charities should provide factual information to the public on the provided website in a complete and timely manner.根据将于9月1日起施行的该办法，慈善组织应在民政部门提供的网站上向社会公开信息，信息公开应当真实、完整、及时。Information required to be disclosed includes charity groups' yearly work and financial accounting reports, major asset changes, transactions and investments, public funding, and other charity projects, said the rule.办法规定，需公开的信息包括慈善组织的年度工作报告和财务会计报、重大资产变动、交换交易及投资、公开募捐情况以及其他慈善项目。

"Any false records, misleading statements, or major omissions in the information disclosure are not allowed," it said.该办法指出：“信息公开不得有虚假记载、误导性陈述或者重大遗漏。”Charities eligible for public fundraising should also release the budget of their expenditures for overseas trips, vehicles, and accommodations, among other items.具有公开募捐资格的慈善组织还应公开该组织的出国（境）、用车及住宿经费预算等。Charities that fail to disclose information in a timely manner or disclose false information can be reported to civil affairs authorities by any organization or individual, the regulation said.该办法称，慈善组织不及时公开信息或公开的信息不真实的，任何单位或者个人都可向民政部门举报。The Charity Law took effect on Sept. 1, 2016, and stipulates that charity groups in China must disclose information to the public.中华人民共和国慈善法于2016年9月1日起施行，并规定中国的慈善团体必须向公众披露信息。
